What went where: The IOC-IOA debacle top 10 developments
The Commonwealth Games debacle, corruption charges, at loggerheads with the Government -- the Indian Olympic Association has been a name that went hand-in-hand with controversies for quite some time now. With the International Olympic Committee finally banning it, things just hit a new all-time low. A look at how things led to the shameful ouster.
The top 10 developments that led up to the IOC-IOA impasse.
1. The problem first started in 2010 with the IOA refusing to oblige the government's guidelines (or the Sports Code) that restrict the age and tenure of an individual in a particular office.
2. The next year, IOA chief and prime accused in the Commonwealth Games-scam is arrested. He continues to be at the helm, along with co-accused and key aides VK Verma and Lalit Bhanot. ÂÂ
3. The National Sports Development Bill is drafted, and along with IOA, almost every sporting body in the country is asked to incorporate it. But IOA remains on its stand to have autonomy as it feels that through the Sports Code, the government wants to enter the day-to-day functioning of the sporting body.
4. The International Olympic Committee, too, asks the Indian government not to try and impose it's age-and-tenure (that fixes a person's age limit to compete for or hold a position) on the national sports bodies. According to the government guidelines, a president of any sporting body cannot be there for more than three terms. Similarly, a person can hold the secretary's post consecutively for two terms only.
5. According to IOC, the Olympic Charter puts 'autonomy' as an important thing if the sports bodies are to perform unbiased.
6. Most sporting bodies in the country agree to be under the government's Sports Code.
7. While the IOC continues to persist with its threat to the IOA that failing to follow the Olympic Charter will lead to suspension, the Delhi High Court in October 2012 directs IOA to hold elections according to the government's sports code.
The IOA is in a fix as it can neither accept to lose its autonomy, nor out rightly reject the country's government's directives. There is a clear divide within the IOA.
IOA creates an three-man Election Panel with former chief election commissioner SY Qureshi at the helm. The date is fixed for November 25. ÂÂ
8. CWG-scam tainted Lalit Bhanot files his nomination for the secretary general's post in November.
The IOC objects promptly asks IOA to take action according to its constitution.. ÂÂ
Qureshi steps down from his post of election commissioner saying that the IOA isn't following the government's  guidelines.
9. Few members of the IOA write to IOC, stating that the body is not adhering to the Olympic Charter. The elections are postponed to December 5 now.
IOC asks the IOA not to go ahead with election, or else face ban.
The Randhir Singh-led faction withdraws entirely from contesting the elections.
But IOA says the elections will happen according to the Delhi High Court's directives.
10. On December 4, IOC suspends IOA.
The suspension means IOA will now stop receiving any kind of funding by the IOC and its officials will not be allowed to attend the Olympic meetings or events.
Indian athletes will be disallowed from competing at the Olympic events under their national flag. However, they can still participate as individuals under the IOC's banner, if permitted.
