The Mumbai team was still hoping for Tendulkar to be fit in time to feature in the tournament.
In Tendulkar's absence, Harbhajan Singh, who has recovered completely from an abdominal tear will in all probability captain Mumbai.
Mumbai coach Robin Singh had earlier said that Sachin's absence should not hurt the team and in fact it will be an oppurtunity for others to prove their mettle.
The master blaster is suffering from a toe injury that he aggravated during the England tour and made him miss the full 5-match ODI series.
Mumbai are already struggling with injuries to Rohit Sharma, who fractured his finger in the first ODI against England, and Munaf Patel, who suffered a suspected ankle injury in the fifth and final ODI of the series.
