The Board of Control for Cricket in India working committee has found the reforms suggested by the Lodha panel difficult to implement. In Mumbai on Tuesday, the BCCI working committee approved a panel headed by retired Justice Markandey Katju to look into the Lodha recommendations.

On July 18, in a landmark judgement, a Supreme Court Bench comprising Chief Justice T S Thakur and Justice F M I Kalifulla accepted major recommendations of the Lodha panel on reforms to the BCCI and set a six-month deadline for their implementation.

Among several recommendations, the Lodha panel put a bar on ministers and civil servants and those above 70 from becoming BCCI members. The panel said states like Maharashtra and Gujarat, that have more than one cricket association, will have voting rights on a rotational basis.

The Bench accepted the recommendation that one person should hold one post in cricket administration to avoid any conflict of interest and scrapping of all other administrative committees in the BCCI after the CAG nominee comes in.

A BCCI release on Monday said: "The members were in one voice of the view that the recommendations were complex and would involve large-scale changes to be implemented across the board.

"Many technical and legal aspects were likely to come up in the future. Considering the complexities of the issue, it was unanimously decided that a panel headed by a retired judge of the Supreme Court assisted by three eminent counsels be formed."

This panel will be a single point interface for the BCCI to interact with the Justice Lodha Committee as well advise and guide the BCCI.
