Former Indian Premier League commissioner Lalit Modi was impeached 17 votes to 1 in Rajasthan Cricket Association's special AGM in Jaipur on Monday. Rival factions of RCA tested their strengths with the no-confidence motion against top four office-bearers, including Modi, being put to vote.(Also read: Lalit Modi's full statement)
Modi, who has been seeking to legitimise his return at the helm of RCA, was dealt a telling blow after the voting was carried out. His supporters though allege that they were denied entry and that their bus was even stoned by members of the rival faction.(Modi Hits Back After BCCI Sacks him)
As per the Sports Act of the state and Constitution of RCA, the Amin Pathan group, which staged a coup last year to remove the Modi team, needed two-third majority to see the no-confidence passed. Out of a total 33 district associations, the Modi faction claimed to have the support of about 15 units, much more than the required nine to defeat the motion.(Supreme Court Allows Modi to Contest)
The Modi group however said they were unable to vote on Monday. "It's a mockery," said Modi confidant Mehmood Abdi on Monday. "It (voting) should be in a fairer manner. We were stopped when we were about to reach. No-confidence motion was passed and those who were against this motion were not allowed to enter the venue."(BCCI Suspends RCA)
Pathan, who leads the rival faction, though vehemently denied the charge. "They knew they would not be able to hold out against the no-confidence motion, so it looks like they staged this attack on themselves," Pathan said. "We had nothing to do with it."
There has been a bitter battle within RCA between the Modi-led faction and the one with Pathan at the top.
The Pathan faction has always maintained that RCA president Modi and three other top office-bearers were removed by majority in a special EGM. Crying foul, the Modi faction had moved court which in turn had quashed the claims of Pathan group but had granted them the permission to place a no-confidence motion through proper procedure.
On Monday, secretary sports of the Rajasthan Government J C Mohanty -- who conducted the meeting -- said that Modi had indeed been voted out but that he had no knowledge about members being kept out forcibly.
"Modi has been voted out and the quorum was decided after seeing the members present," he said. "That matter (members being kept out) is outside my jurisdiction and I would not like to comment on it."
