Red Bull driver Daniel Ricciardo had the sixth-fastest time but his teammate Daniil Kvyat was unable to set a time due to an electrical problem.
Force India's Nico Hulkenberg, Williams drivers Felipe Massa and Valtteri Bottas and Toro Rosso's Carlos Sainz Jr. rounded out the top 10.
Hamilton has already clinched the drivers' championship, but Rosberg is aiming for a third successive grand prix win.
