Liverpool will face third-tier Notts County in the League Cup second round, while Merseyside rivals Everton were handed a home tie against minnows Stevenage in Thursday's draw.
The Reds, who won the League Cup in 2012, failed to qualify for Europe this season and will therefore begin their League Cup campaign against League One side County, who beat Fleetwood in the first round.
Everton also face League One opposition in Graham Westley's Stevenage, with West Bromwich Albion hosting League Two newcomers Newport.

Manchester United, Manchester City, Chelsea, Arsenal, Tottenham and current holders Swansea enter at the third-round stage due to their participation in Europe, together with FA Cup winners Wigan who are about to embark on a Europa League campaign.
