The International Sailing Federation says it is shocked that the International RS:X Class Association is taking legal action in response to a decision to drop windsurfing from sailing at the Rio de Janeiro Olympics in 2016.
In May, kiteboarding was selected to replace windsurfing in Rio.
ISAF says in a statement that the decision was made democratically, and the group is stunned that an international class would even consider legal action against the world governing body.
"Initiating legal action in the middle of the Olympic Games might damage not only the performance of the affected sailors but also the reputation of sailing in general," ISAF said.
