Friday's draw is for the third qualifying round but if the full CAS hearing in early August decides to uphold the ban, Fenerbahce's place will be taken by Bursaspor, who finished fourth in the league last season.
Fenerbahce, which was also expelled from the Champions League two years ago, can challenge UEFA's verdict at the Court of Arbitration for Sport.
The club has stated that the 27-year-old has passed his medical and a signing ceremony will be held Wednesday.
