UEFA published on Tuesday the candidate list which included Arjen Robben, whose late goal clinched Bayern's 2-1 win over Borussia Dortmund at Wembley Stadium.
Thomas Mueller, Franck Ribery and Bastian Schweinsteiger from the German champion were also selected by journalists from UEFA member countries.
Dortmund forward Robert Lewandowski makes the list which features no defenders or goalkeepers.
Barcelona's Messi, the 2011 award winner, and Real Madrid top-scorer Ronaldo are also joined by Robin van Persie (Manchester United), Zlatan Ibrahimovic (Paris Saint-Germain) and Gareth Bale (Tottenham).
The award is presented on August 29 at the Champions League group-stage draw in Monaco.
