Blatter had already voiced his support for Japan's readiness to host the tournament during a visit to Tokyo on May 23.
Speaking after a meeting of FIFA's executive commitee on Monday, Blatter confirmed the tournament would go ahead as planned.
"We can announce that Japan will definitely organise the FIFA World Club Cup in December," Blatter said. "We are happy after having been two years in the United Arab Emirates that we are now back in Japan."
The annual Club World Cup, held in Japan four times before the United Arab Emirates took over hosting duties in 2009, pits the champion teams from all six continental confederations against one another.
