India were trailing 2-0 but Ramandeep Singh (39th) and Rupinder Pal Singh (47th) brought India on level terms.
It was a tight match with neither team giving nothing away.
Ramandeep scored again in the 51st minute to make it 3-2 before Mink van der Weerden scored the third goal for the Dutch.
Rupinder (55th) scored from a penalty stroke and later Akashdeep Singh doubled India's lead after which van der Weerden scored twice to force the issue to the penalty shootout.
In the shoot-out, Billy Bakker, Seve van Ass scored while Jeroen Hertzberger, Pruijser and Valentine Verga failed. For India, Birendra Lakra, Sardar Singh and Rupinder were successful, while Danish Mujtaba and Muhammad Amir Khan failed.
The joy of the Indian players new no bounds as they leapt into each others' arms.
The smiles on the players' have to be seen to be believed as they celebrate their third place finish in the Hockey World League Final.
Chief coach Roelant Oltmans said the achievement will be a "huge confidence booster" for his team ahead of next year's Rio Olympics.
Sardar Singh can be proud of the way his boys bounced back after an opening loss to Argentina.
The Indian flag is flying high at the moment and the sings are good of winning a medal at Rio next year.
The coach praised goalie PR Sreejesh and skipper Sardar Singh for their contribution in India's wins.
While they may have missed out on the winning trophy, the team can take a lot of confidence from their performance ahead of the Olympics in 2016.
