Triesman told a parliamentary comittee that certain members of the executive committee were guilty of 'improper and unethical' behaviour in the early stages of the bidding process. It however comes across as a major embaressement to England and shortly after certain reports had suggested that England had even made use of spies to pry on rival bids.
