Tottenham are set to sign FC Twente winger Nacer Chadli after agreeing a fee for the Belgian international on Sunday.
Fer, 23, came through the youth ranks at Excelsior before he moved to Feyenoord, making his debut in December 2007 and establishing himself as a regular in the side the following season.
Fer has made two full international appearances and has played for the Netherlands alongside Johnny Heitinga, who scored Everton's winner in their FA Cup fourth-round victory over Bolton on Saturday.
German league side Schalke 04 have said they are willing to help accommodate FC Twente if the Dutch league runners-up need a new ground after their stadium roof collapsed last week.
