A clumsy challenge by Zuniga during last year's World Cup left Neymar with a fractured vertebra, prematurely ending his tournament.
FIFA turned down a request from the Brazilian Football Confederation (CBF) to ban Juan Zuniga on Monday because the incident had been seen by the match officials at the time and no action was taken.
Neymar sustained a lumbar vertebra fracture when he was kneed in the back by Colombia defender Juan Camilo Zuniga late in a quarterfinal match on Friday. Brazil won the game, 2-1, but announced afterward that Neymar would miss the rest of the tournament.
