New Zealand umpire Billy Bowden will officiate in the first Test at Chennai between India and England starting December 11 along with Daryl Harper in place of Pakistani umpire Asad Rauf.
ICC's elite panel umpire Rauf had to shelve his plans to stand in the first Test due to visa problem. His availability for the second and final Test is still doubtful.
The Indian cricket authorities changed the venues in a bid to salvage the Test series as the England team returned home following the cancellation of the last two one-dayers after the Mumbai terror attacks.
Asad said he had informed the ICC about his problem and was not sure if he would be able to get a visa for the Mohali Test.
Pakistani nationals in the past could get visas in 15-days time but after the Mumbai consulate has announced now it would take around a month to process visa applications because of security reasons.
Rauf, however, made it clear he had no issues going to India for the Tests.
