Hyderabad:
Gill said too much is being made of Charlesworth's resignation.
"Indian hockey does not depend on any individual and it will not collapse if somebody resigns," Gill said after inaugurating the sixth junior Asia Cup tournament at Gachibolwi stadium.
"We have so many good former players in India who can coach the team, why do we have to depend on foreigners." he said.
"His (Charlesworth) tenure will end next month. The IOA and the ad-hoc committee will decide fairly and judiciously whether to appoint a foreign coach or an Indian."
Asked about reports that Charlesworth was not paid, Gill said: "If there is any outstanding dues they will be cleared."
Indian Olympic Association (IOA) president and chairman of the ad-hoc committee for hockey Suresh Kalmadi said he didn't want an "unhappy" Charlesworth.
"I have heard that he has resigned and he is unhappy about certain things, but I do not know the reasons for his unhappiness, he never talked about that," said Kalmadi.
Asked whether Charlesworth will be asked to reconsider his decision, Kalmadi said: "If he is unhappy, we do not want an unhappy Charlesworth."
The IOA chief said a final decision on his future will be taken at a meeting with International Hockey Federation (FIH) chief Els van Breda Vriesman.
"The FIH delegation is coming here and we have a meeting on July 17. We will discuss the issues with FIH chief and decide the future course of action," Kalmadi said.
