London:
Spurs did not disclose the length of the contract or the amount, but British media reports said the deal was worth eight million pounds.
The 21-year-old Kaboul scored two goals in 52 games for Auxerre. He has played at under-19 and under-21 levels for France.
"Younes possesses power, great pace and is good on the ball and strong in the air," Tottenham sporting director Damien Comolli said. "He is a good leader who showed a great desire to come to us despite interest and offers from numerous other clubs."
The central defender will compete with Michael Dawson and Ledley King for a place in the team. King is recovering after a knee operation last month.
"If you ask people in France who is seen as the hottest prospect in defense, they will say Younes Kaboul," Tottenham manager Martin Jol said. "It's important to have quality players in defense and, with Younes, we have that."
Last month, Tottenham signed England striker Darren Bent from Charlton for a club-record 16.5 million pounds. Spurs also signed left back Gareth Bale in May for an initial fee of five million pounds.
