Perth:
"Consideration of the ICL's application for approval by the ICC was deferred pending further discussions between representatives of the BCCI, ICL and the ICC," a statement issued after first day's deliberations of the two-day meeting said.
The ICC board did not give any date for the proposed meeting.
Last year, the ICC had asked the BCCI and ICL to sort out the issue between themselves but talks between the two bodies had ended in a stalemate.
Regarding an enhanced Test championship in the Futures Tour Programme (FTP) post-2012, the ICC said owing to reservations from the BCCI and ECB, it was forced to shelve the plan for the moment till further discussion between the ICC management and the ICC Chief Executives' Committee with a view to producing an acceptable model.
"It was further agreed this process would be led by ICC General Manager-Cricket David Richardson and would take place in the lead-up to and during the next CEC meeting, due to be held in Johannesburg in February," the ICC statement said.
The board also decided to take up the overrate issue in subsequent meetings.
The meeting also felt that Zimbabwe was not yet ready to be ushered back into Test cricket.
A task force, headed by Dr Julian Hunte, president of the West Indies Cricket Board, presented an interim report to the ICC board following a visit to Zimbabwe by him and ICC Chief Executive Haroon Lorgat in November last year.
"Pending submission of that final report, the Board was told that none of the stakeholders spoken to during the visit were of the view that Zimbabwe was ready to return to Test cricket, with time frames proposed ranging from six months to two years or more," the ICC statement read.
The ICC Board meeting was attended by the chairman or president from each of the 10 full members plus three associate member representatives.
The meeting, chaired by the ICC President David Morgan, was also attended by Vice-President Sharad Pawar, CEO Lorgat and ICC Principal Advisor IS Bindra.
